Requiring additional forms beyond passport is an onerous and silly 
restriction.

a) I doubt anyone would be skilled enough to detect anything but obvious
    passport forgeries
b) Many of the additional forms of ID likely share the same 'root' as
    the passport
    aside: That 'root' can be pretty weak
c) Anyone who can procure a forged passport can forge others IDs

Or is there some other compelling reason?

(I almost certainly will only have a passport available..)
