Inkscape flows text along curved paths quite happily, at least.
Make some text, draw a path with the bezier, freehand, or geometric
shape tools. shift-select the path, then the text, and select "Put on
path" from the text menu.
Open Office also has "Font Work" abilities somewhat similar
to Microsoft Office "Text Art".
Blender3D might seem like serious overkill, but you can certainly
make "text" 3D objects and distort them in strange ways.
