It's measuring according to RTT, according to the manpage (just
installed it). It's likely though measuring much smaller packets
and/or measuring only a few packets - rather than measuring bandwidth
over a significant period of time.
Increasing default window sizes might help. Have a look at the Linux
NFS FAQ perhaps..
