I use http://www.dyndns.com/ even though my IP is actually static
(Digiweb Metro 3Mbps package)
With port forwarding and VPN support on most ADSL routers it should be
straight forward.
If the supplied eircom router/ADSL modem is stupid even Argos has decent
ones these days.
you can get VPN server for Linux box that work with built in SW on XP
for VPN
