Author of the first link says:

   In this case the partition was heavily fragmented, but that is not
   very surprising because the partition is a bit too small and has
   therefore been always nearly full. 

And in general I've seldom seen significant ext2 / ext3 / ReiserFS
fragmentation except in cases similar to that one -- not worth fussing
over.
