Not Linux fault. The battery must be too small. It should have been 
designed for 8 to 10hrs. It shouldn't need any power management bar 
turning of the backlight or screen altogether if desired.

I have two laptops, one with Ubuntu and an older one with XP and VMware 
to run 3 versions of Linux. I have all power management turned off on XP 
(for performance) and get over 2hrs.  However  it  does drop from 
1800MHz to 1200MHz on  battery  or on a  70W PSU. You only get 1800MHz 
on 90W PSU. This is a BIOS feature. Inspiron 8200 1600x1200 screen, 120G 
drive, 768M RAM and P4 desktop CPU. If I dim display and set HD Driver 
to power down I get almost 3 hrs.

It's Flash memory. No disk. A lot of Flash based embedded CPU devices 
only have 4M Flash. yes Four Megabyte and run Linux. For a decent ARM 
based equivalent to Eeee PC, 1G would be fine. 4G is not bad for Linux 
x86. I used to install RH6 on 2G disks.

I built an ARM based 320x240 touchscreen and with 2 x small LiPoly  ipod 
2200mA cells, 5Mbps Mobile Internet and NO power management I get nearly 
4 hrs. (Linux)

I fitted 9.8V worth of NiMH AA cells to a MIPS based Router and with 
WiFi and Mobile Internet Modem @ 5Mbps I got 4hrs 15min regularly. (Linux)

So yes the 3.5hrs on this class low power optimised CPU  is poor. 
Obviously the battery needs to be 3 times bigger.
