It's reported wrong. The actual vote is no with technical qualifications.

(although this is announced as "NSAI PROVIDES QUALIFIED APPROVAL FOR
 MAJOR SOFTWARE STANDARD", the actual vote is "no, with
 comments". This appears to be the ISO way of saying "not unless you
 fix these technical issues").

Groklaw are now reporting that the OOXML standard will not be
approved, and ISO have recommended Microsoft rework it for
consideration again next year.
