But the traffic can't do what you want unless there is only one ISP for
the whole country.
The solution is more INEX capacity. That is inexpensive. Doing anything
else would need a new kind of Internet, not based on IP.
DSL unbundling is of course broken because it costs nearly €18 a month
per person to eircom for LLU. Then backhaul costs on top of that.
Digiweb Metro is in fact Cable DOCSIS 2.0 over Microwave. Wireless
solutions to avoid DSL near monopoly vary from Wireless LL missold as
Broadband, Inappropriately applied WiFi to dedicated "real" Wireless
broadband solutions from older Alvarion Breeze to newer Fixed WiMax
solutions. Some Business customers even getting ptp links normally
sold/installed for backhaul.
Backhaul is a serious cost/problem for DSL LLU. If it was sensible or
possible to peer at exchanges there would be some interest in it. But
it's not sensible idea at all.
