Not if they open port 25 for you if you ask.
ISP I use only allows their own SMTP
two allow any.
Only eircom I can use when I'm not on their IP, and then by pop before
smtp + authenticate. Two don't allow any access to their SMTP when you
aren't on their IPs
Another reason to stick to appropriate ISP SMTP.
