Is there a particular reason you need to generate the SMS from the server?

Other less complicated solutions might be:
- SMS Perl lib that communicates with a O2/Voda/etc. online account
www.mackers.com/projects/o2sms/
- If you need something more reliable Clickatell are a good option -
they provide a load of APIs including a simple HTTP GET

I've never come across smstools3 - Kannel.org seems to be the one that
crops up most.
