Your mail server is apparently trying to connect to itself on a different
port (probably tcp/10025 or some such) and getting connection refused
indicating that whatever's supposed to be listening isn't.  

As spamassassin (or perhaps amavis or something?) supposed to be listening
on that port? Is it running?
