I suspect you'll have to provide a modified sources.list to point at your
local server. This will probably be embedded either in the initrd supplied
along with the installation kernel or will be in some other installation
image that gets downloaded early in the process. It may also be settable in
the preseed config file (however that works, I'm familiar with RH/fedora
kickstart configs).
