The INEX Looking Glass (https://www.inex.ie/lg/) could probably be
persuaded to give you a dump of the collector routing table.
The RIPE also make data of IP block assignments available. See:
ftp://ftp.ripe.net/pub/stats/ripencc/
It won't be 100% accurate - you'll have people using addresses assigned to
them by international carriers that are registered as being in another
country.
