Hi,
Maxmind GeoIP claims to identify IPs from satellite providers, although 
I haven't specifically verified that.

In addition to ISO country codes, it returns the following

"--",    // Unknown
"AP",    // Asia-Pacific Region
"EU",    // Europe
"A1",    // Anonymous Proxy
"A2",    // Satellite Provider
"O1"    // Other
