I'm not sure this helps, but I've always used serial port connected
modems when I've absolutely required guaranteed compatibility with
Linux. Can you change your requirements such that you can connect the
modem via a serial port?
I've done this in the past to ensure that I could use modems on Linux
to send/receive faxes, and to provide a backup connection in the case of
failed broadband connectivity. Serial port connectivity virtually
(possibly completely) ensures that you get an entire modem, not just a
Winmodem.
