You can have a look on the RIPE site and just look for all the "ie"
prefixes, though that won't cover the satellite providers
I *think* someone asked the same question on the IIU list at some stage,
so you might check their archives for answers as well

That won't work too well, as a lot of the Eircom IPs cover much larger
areas than might be expected. In Carlow, for example, you get IPs from
Limerick :)
