It's not terrorists or anything they're talking about here (in real
terms) odds are, the problem they're trying to solve is that of banks,
government agencies, and certain large software companies deleting
emails and claiming they never existed. If the ISPs must retain the
heaaders, there's a trail proving destruction of evidence in what is
possibly a criminal matter ..
