I don't know, exactly - that's presumably best addressed to their marketing
department. It's an entry-level server, and a manufacturer with Dell's
purchasing power can presumably obtain all the components very cheaply; I
guess that, as it's fairly new to the market, that they want to get a bit of
additional visibility on it by dramatically undercutting the competition.
It's certainly a capable and well-designed box; we use them in a couple of
locations where noise is a particular issue.
Also, is the power consumption exceptionally high?
No. What prompted this question? It's between 100W and 200W under most
circumstances (although the box I measured is a bit higher than the base
specification, so your mileage may vary).
