1) apt-get install apt-proxy on the server best suited for the job.
2) Point your machines to the server where apt-proxy is installed. If
not already available in the cache it will be downloaded automatically.
3) Apt happiness, and bandwidth available for other things.
PS. I haven't used apt-proxy for a number of years, so I can't confirm
that it still works as well as I remember. YMMV
