I've known a few people to use Slicehost (http://www.slicehost.com) and 
they've raved about them. They should fit your requirements although I no 
nothing of whether you can scan your own VPS with Nessus.

They seem to cater well to Ruby/Rails and Python/Django people (they make a 
point of mentioning them at the http://www.slicehost.com/our-servers).
