Well, there are open APs* - more people should have these, though 
sadly there's some risk to private operators** - and there 
anonymising proxies out there (like Tor).

* WRT54 + OpenWRT makes it pretty easy to setup a second,
   rate-limited, open ESSID

** Thanks to hysteria around the fourth horseman of the internet
    apocalypse
