Firstly, I have no idea what is your problem, but I have a few suggestions.
I assume that this is a test, or personal server that you can take down, and
chop/change at will, without negative consequences.

I don't think the + has any effect on the options. I could be wrong, but I
think that only has an effect if all the options on that line have + or -
signs. Try it without the +.

Are there any other instances of the Options directive that could be
over-riding this. If possible comment them out and retry your ExecCGI.
