Nitpick: directives requires states to implement them - they don't,
of themselves, have a direct legislative effect on EU citizens
(AIUI). Further, you seem to be reading about the UK implementation
of data-retention while, presumably, you're in Ireland, in which case
you've long missed the boat as Ireland implemented DR a few years
ago.

If you operate in the UK then you will be informed that it applies to
you by way of a letter from the Home office, I gather from another
list.
Till then you've nothing to worry about (well, except for the bit
about gov.uk forcing ISPs to log even more data about you than
before).
