Yes, it's probably a given that the router's administrators are not
willing and/or able to debug/maintain the device.
You've also mentioned earlier that they are unwilling to continue assisting.
Aside from vpnc, you might also try out the shrewsoft client
(www.shrew.net) to see if your luck is any better. Of course, if you
are already competent with it (or are willing to risk your sanity to
attain competence), you can get Racoon to work with just about any of
Cisco's IPsec implementations.
