Yes, but when I run users-admin I get the "Not allowed access to system
configuration" error
I put this into Google and I see dbus mentioned alot??

I think the command you're looking for "users-admin"

        I would suggest opening a terminal while logged in as root to
        the
        desktop and running /usr/bin/system-config-users (AFAIK that is
        the
        program the shortcut runes), and see what error messages it
        dumps.
        
        It'll probably provide more infomation that the output you're
        currently
        getting.
