Most likely that is usb 1.0 issue
you use usb 1.0 instead of 2.0 that might be wrong port on the machine,
usb drivers, dodgy cable or the drive itself(not likely)
look at the dmesg when you plug in the drive
if it shows high speed device that is ok if it says full speed that is
only usb 1.1 which is much slower
