[ILUG] Government use of OSS

Here's a thought:

What if all the major governments all had a meeting, and came up with a
basic set of IT functionalities that they use, across the board: health,
transport, in-house, welfare etc etc etc, and pooled their money together to
get a main system built up, open source. That would save a lot of countries
a lot of money in the long run. Common functionality = common benefits,
common problems = common solutions. Have a central system where all
troubleshooting/problem solving was logged, and they would save even more
again. Then use the developers to add on bespoke functionality that each
country needs.
