While I wouldn't expect efficiency (which isn't always a good thing),
effectiveness would be good[1], which is meant to be the advantage of
public ownership over private ownership.
Unfortunately, the Irish government is capable of neither. And
unfortunately, it can also be argued that Eircom is no less of a
mismanaged mess than TÉ was.
I'd still advocate pulling Eircom's wholesale business back into public
ownership. There's no way that critical national infrastructure like
that should be in private hands.
