These timestamps suggest that the message is being freshly originated by
an application in the Dept of Welfare rather than a single message that's
gotten "trapped" somewhere along the way.

They also suggest the Dept don't (or at least don't consistently) use NTP
to keep their clocks in sync. It's a little ironic to see they're ahead of
things rather than lagging behind...
