There was a tender that went out a few months ago about this. I think that the 
favoured solution is a small area code rather than a postal route code. 

An Post do indeed have their own coding system all the way down the address 
model to a building id.

However post/address codes are not only interesting for delivery of your mail 
but also for defining your residence (or at least one of a block of 30 or 40). 
This is useful for :
- routing of emergency services
- planning purposes
- statistical purposes
 .. and many other non-postal purposes.
