4od is a product of Channel 4, which is run by an independently and
commercially funded broadcasting group. BBC channels are funded by UK TV
license payers, and as such they have a (perhaps) stronger argument for
making it available to the geographic locality in which its public
funding is garnered.
A few years ago, Channel 4 made all its channels free to air, perhaps
in an effort to strengthen its argument that it should be able to get
some of the public funding stemming from the TV license fee in the UK. I
don't think this has progressed a huge amount, but I've not kept abreast
of developments and am open to correction.
