Like all good things, it depends. If you are having problems with
networking, then it's certainly a good idea to remove any legacy and
historical (and possibly no longer relevant) configuration information.
In most cases, if your networking is working as you expect it to,
there's no problem with migrating an entire home directory to a new
system, and most software will understand enough that you can carry on
where you left off. This is not always the case, of course - at which
point this becomes a discussion on data / information management,
something I'm afraid is rather a large topic for a single e-mail :)
