Disclaimer: I work for Google as an Analytics SRE.

Out of curiousity, have you ever used Analytics? The information it
collects is anonymized and reports don't give the account holder any
information outside of:
- ISP, connection speed and location.
- Whether the visitor is new or returning.
- Which pages they viewed.
- Length of visit.
- Landing and exit pages.

If the Gardai really wanted they could easily mine their own access
logs and get actual IP addresses of these users and track them around
their own website.
If you don't want to be "tracked" by Google around the Garda website,
have a browser extension: http://tools.google.com/dlpage/gaoptout.
