Draftsight++

Unforunately it will be at least a few weeks before its available for 
linux.
It will be 100% free.
Its currently free and available for windows.
It will open all versions of AutoCAD DWG files. It will also allow you to 
save as older versions of DWG and DXF.

The technology that Draftsight is based on is Ares. They have a trial 
version available for linux beta testing. See:

Draftsight will also be available on the mac for free in a couple of weeks 
also.
