I solved it by changing the line below in /etc/sysconfig/iptables-config
file, from
*IPTABLES_MODULES=""
*
to
*IPTABLES_MODULES="ip_conntrack_ftp"
*
This makes the module to be automatically loaded when starting iptables. It
worked perfectly.
