Ok!
I found that the problem user had a different GID to all the other
users. Once I changed the users GID and changed the home dir [chown -R]
so that it is owned by the same group as every other user, then every
thing works. I just need to find out what so special about that group
and no it is not www-data.

What about the permissions on ~user/public_html/
