I would recommend Bytemark Hosting based in York, UK (www.bytemark.co.uk). They know VAT and you can manage your details online with them.
They do KVM Virtual, Atom Dedicated and Amd or Intel Dedicated.
I have been a customer of Bytemark for 10 years. They are very approachable and always responded to any emails or IMs.
