My tupence worth is that geolocation codes are not meant to be a
postcode like in the UK - they are not descriptive. Areas change,
descriptive postcode would soon become out of date. A geolocation code
is easily converted into navigation or electoral or ward or street
division by databases and mapping software. The post office use
geolocation in their address database and have always said they do not
want a UK style descriptive postcode. A postcode does not replace a
complete address. A geolocation postcode, by definition, never has to
be "official" - it points to a spot. If the spot is inaccurate or in
dispute then it is no more different than someone presenting an
incorrect, incomplete or misspelled address. At no time will someone
need to be legally wed to a postcode. There will never need to be a
central database. It doesn't need centralised management.
