You'd need a proxy setup in an Irish hoster for which the cheapest option would be a VPS. However, I know from contacts in the hosting business that RTÉ is actively watching out for the use of such proxies, and they request the hosters to shut down such proxies if they detect them being used.
I rather doubt in that case that you will find such a public proxy, as if there were one no doubt RTÉ would rapidly shut it down too.
