This can be done using a router running OpenWrt, and can be configured
to auto-failover [1]. You can also write your own AT command scripts to
send a SMS when the LAN goes down using comgt [2].

IMHO, your best bet is to get a good router with that is supported by
OpenWrt rather than invest in the Dovado. I've got a Netgear WNDR3700
and am very happy with it.
