[ILUG] Irish(? French? EU?) site/company for (semi-)custom(?) no-O/S or pre-installed Linux machimes?

Hello,  [ Profuse apologies if this multiple-posts,
I'm having a fecking awful time with an
            mindbogglingly astonishingly absymal
             horrible GUI (I *hate* Gmail!) .... ]

My computer at home is dead.  RIP.  Hence, I am looking to
buy a replacement.  Does anyone know of, or can recommend,
an Irish(? French? EU?) site/company which:

  (1) Offers so-called “naked” (no O/S) and/or pre-installed
Linux machines?  (Mostly interested in a desktop/tower
      rather than a laptop/server.)
 and
  (2) Ships to France?
 and ideally
  (3) Offers (semi-)customized/customizable machines?

One example USA site/company is ‘ibexpc <dot> com’
(does anyone have any experience or comments about them?).

Known lists of such sites include
   ‘lxer <dot> com/module/forums/t/23168/’
and (but seems to be down at the moment?)
   ‘linux <dot> org/vendor/system/desktop.html’

cheers!
