I use this script on http://www.altfire.com and have added lots of bits
of my own easy enough eg. jQuery image gallery. It's great if you want
to get a news or bog site up real fast. PHP/MySQL powered, but also
incredibly HTML template powered, placing it lowere down the chain than
CMS systems like Joomla, Drupal et al.

The fastest way to get any site up and running is to use something pre-packaged such as Drupal, Wordpress, Joomla, whatever. But if none of those suit your needs, and you have to develop something yourself, then the fastest way will be to use a framework, provided the framework suits your needs.
