Check out http://ircalc.usps.gov/Restrictions/Ireland.htm and
http://ircalc.usps.gov/Prohibitions/Ireland.htm.

"Felt hats and caps for women and girls" require an import license,
but, I guess, not felt hats for men or woollen hats for anyone.
And straw hats are prohibited.

Bizarre...
