Pretty much the same happened to me. I filled in a web based application
(i.e. could be anyone) to reconnect the line in my house and two days
later it was connected. I only knew this because I checked. Fortunatly
the previous owners had left the phone behind. A month+ later a bill
arrived. I did get an aggreement form to fill out, but I never did. Just
as well I checked.
