Concrete has a high specific heat capacity however.
I.E. it takes longer from turn on, to heat a room,
and also if it starts to get to hot you have the
same problem. I.E. it's perfect for big buildings
which are occupied a lot or at least at well defined
times, but not otherwise. Also there is the issue
with what happens when one of the pipes (in the
concrete) breaks. I've heard MTBF of 7 years mentioned,
but the MTTR would be a bitch :-).
