It was made illegal because of those other economic uses. Hemp is an
excellent paper and clothing material. In the thirties & fourties, Du Pont
paid massive amounts of money to various government in helping sponsoring
anti-drug programmes, targetting cannabis specifically.
At the time, Hemp cloth was the biggest compeditor to Nylon.
