There is Robert Reade - opposite of Busaras..quiet during the week and
they
have a second floor...I could check if wanted.
Other locations could be The Richmond's, Church Street or The Croppy
Acre, Ellis Quay...

the problem with places like the forum and hotel-style pubs is they are

in fishamble street there is a pub called "Handels",
it plays a lot of different music but not too loudly,
it has comfortable seats, serves food (not too dear),
but of course for all those students it has "hsppy hours" from 5:30pm to
7:30 pm.
as far as i can see it fills out all the requirements for a suitable and
enjoyable meeting place.
