Agreed completely. But the problem is how to you measure and prosecute
"bad driving". The cops can only enforce things they can measure
absolutely (speed, alcohol levels etc). Fixing bad driving is not going
to be easy. I can think of solutions, but they would be expensive and
unpopular (eg retaking the car test ever 5-10 years, mandatory
"blackboxes" in the car, lots and lots of video surveillance etc).
