There are lots of ways to do something like this. But without know all the
other requirements AND/OR restrictions it's hard to help.

Created SDKs  for the various platforms to access a central UserDB via Using
a pgp'ed  xml packet and return a userID-PartnerID string with a checksum
sounds like a vague idea.

Look at WDDX for a easy to use XML schema, which has SDK's for
PHP,Javascript , Java, Perl ColdFusion and ASP
