I find that some php coders dont re-use code because they dont code 
"properly". Most php coders I know, experienced or otherwise do not 
think bigger picture and are focused on the existing project and getting 
it done.

Another classic issue with php coders (in my experience) is the abject 
lack of naming conventions in sql table schemas. Its quite sad frankly, 
that people dont learn generic database structuring before tackling it 
in php.

But I think both come down to how one thinks.

quality abstraction of data, keeping code clean, easy to read, well 
commented and generic are all the signs of a good coder imo.
